The articles also state that the society is “nonmilitaristic.” This is in line with Austrian law, which prohibits the formation of military units. Legally, the Republican Schutzbund is indeed not a military organization. It has military traits, but that does not make it a proper military body. It does not have sufficient arms and no complete military command.
The society is led by a national board. Each Austrian province has a provincial board. Each town has a municipal board. Close relations to other proletarian organizations are strongly encouraged. On all levels, the society’s boards include members of the SDAP and trade unions. All actions of the Republican Schutzbund are coordinated with the party leadership. In some cases, party officials directly oversee Schutzbund units.
The Schutzbund units are divided into platoons, companies, and battalions. The chain of command is similar to that of a regular army. Besides conventional units, the Schutzbund also has special task units. The biggest and most important ones are formed by the railway workers and the postal and telegraph workers. There is also a unit formed by municipal gas and electricity workers in Vienna, a bicycle unit, and a well-organized unit of health and sanitation workers, including several doctors. All of the special units are under the national board’s command.
The demands that any Schutzbund member (called an Ordner, or “marshal”) is expected to meet are summarized in the Five Duties printed on each membership card:
Your first duty is punctuality! A marshal always has to be on time, whether attending a meeting, an exercise, or an action.
